I am directed by Secretary Sir John Simon to state

for the information of the Secretary of State for the

Colonies, that in awarding a pension to Mr. W. Russell Brown,

C.B.E., A.M., one of His Majesty's Consuls General in China,

His Majesty's Treasury informed this Department that such

award was based on Mr. Brown's Imperial Service only and

that the question of his eligibility for an award of

superannuation in respect of his service under the Government

of Wei-hai-wei for the period from August 17th 1924 to

March 28th 1927 inclusive should be raised with your

department.

2. While Mr. Brown's Imperial Service entitles him

to a full pension, the lump sum payment awarded by the Treasury

falls short by one hundred and forty nine pounds ten shillings

of the amount to which he would have been entitled had the

whole of his service been under the Foreign Office.

a list of officers appointed from the Consular Service in

China to posts in Wei-hai-wei and to associated correspondence

of that year and to request that Sir P. Cunliffe-Lister
